And, in 2011, he received the Sacramento County Victim Services Award.</p><p>Thien has been an adjunct professor teaching trial advocacy at the University of the Pacific, McGeorge School of Law where he was instrumental in building a national award-winning trial advocacy program.</p>

<h2>An Immigrant Story &amp; The American Dream</h2><h6>by Thien Ho</h6><p>Before the rise of communism, my father was a teacher in Saigon, Vietnam. After the communists came into power, we saw our friends, families and fellow citizens taken away to “re-education” camps in the jungle. In 1976, approximately a year after the fall of South Vietnam, my family fled in a small fishing boat along with several other families.</p><span class="image image-framed image-right" style="width: 32%;"><span class="image-inner-wrapper"><img src="https://run.imgix.net/6272eea1-2185-4ae6-8c60-57fe75bdbe85/2c67c656-a647-424a-acd2-d26040a8eece/2c67c656-a647-424a-acd2-d26040a8eece.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C656%2C862&amp;w=1500" alt="" caption="" align="right" alignwidth="32" variant="framed"></span><span class="caption" style="display: none"></span></span><p>​As we snuck aboard the boat, my parents hid my infant brother in a cardboard box with holes punched in it for ventilation. To get past the different checkpoints and out to sea, my father stole a uniform from a communist Army officer and stood on the deck of this tiny fishing boat. He painted my toy gun black and put it in the holster.</p><p>At one of the checkpoints, the military guard questioned my father and accused him of hiding refugees below deck. My father calmly told the guard that he had just purchased the fishing boat and was taking it out for a cruise with his wife and two sons who were below deck. Still suspicious, the guard demanded to search below. There were 30 men, women and children huddled in the boat’s hull shoulder-to-shoulder in utter fear and silence, because capture meant death.&nbsp;</p><p>My father told the guard, “You can search the boat, and if you find refugees, you can kill everyone onboard, starting with me. But, if you look down there and all you see is my wife and two boys, I’m going to take this gun (pointing to my toy gun) and blow your brains out! How dare you even question me, I outrank you!” After a brief but tense pause, the guard responded, “Nah, we don’t need to look. But let’s come back to the guard shack for a drink before you go.” About thirty minutes later, we were on our way out to sea.&nbsp;</p><p>​The families pooled their money to buy a boat and retained the services of a fishing boat captain to navigate across the South China Sea to freedom. But before actually making it out to sea, the captain jumped off the boat and swam ashore, because his family was stuck behind. We faced an agonizing decision - proceed out to sea, with nobody onboard who could competently navigate the open waters, or turn back and risk capture, imprisonment and execution. We decided to take our chances at sea.&nbsp;</p><p>There was the initial excitement of hitting the ocean, the exhilaration of seeing the dolphins swimming alongside our boat. There was also the fear and uncertainty. Hours turned into days, as we lost our way on the ocean, ran out of gasoline, food and water. We even hit a storm. I remember lying exhausted in my mother’s lap unable to move. I was hungry, thirsty, and tired.&nbsp;</p><span class="image image-framed image-left" style="width: 35%;"><span class="image-inner-wrapper"><img src="https://run.imgix.net/6272eea1-2185-4ae6-8c60-57fe75bdbe85/22eeacc1-4fb5-4b0b-af1b-a0127536e75d/22eeacc1-4fb5-4b0b-af1b-a0127536e75d.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C326%2C466&amp;w=1500" alt="" caption="" align="left" alignwidth="35" variant="framed"></span><span class="caption" style="display: none"></span></span><p>Adrift and lost at sea, we were finally rescued by a French merchant ship that took us to Malaysia, where we spent several months in a refugee camp. Eventually my family was sponsored to Stockton, California by my uncle. We had nothing but the clothes on our backs and each other.&nbsp;</p><p>My father drove trucks during the day and went to community college at night. My mother would tuck me into bed and then work the graveyard shift at the local cannery. She returned in the morning smelling like the peaches she had been canning all night long.&nbsp;</p><p>​We eventually moved to San Jose, the heart of the Vietnamese Community in Northern California. I am the first person in my family to attend college. I graduated from U.C. Davis in 1995 with a degree in political science and then went to the University of the Pacific, McGeorge School of Law in the Oak Park community of Sacramento. I have been serving the people of Sacramento as a prosecutor since 2004. My family’s story is the story of so many immigrants, so many people, so many Americans. It is the quintessential story of the American Dream.</p>

<p><strong>Guest Opinion.&nbsp;</strong>On May 22, for the first time in California history, a District Attorney’s Office, Tribal government, and Sheriff’s Office signed a Memorandum of Understanding (MOU) to formally launch a regional task force dedicated to addressing one of the most urgent—and most overlooked—public safety crises in our state: Missing and Murdered Indigenous People (MMIP).</p><p>Thien Ho District Attorney, Sacramento County</p><p>This agreement is not ceremonial. It is a promise.</p><p>It is a promise to families who have waited too long for answers. A promise to Tribal communities who have been forced to search alone. And a promise to every Indigenous child growing up today that their lives will be valued, their voices heard, and their safety protected.</p><p>The statistics are staggering. Native women face murder rates more than 10 times the national average in some parts of the country. Indigenous people are more likely to be victims of violence, sexual assault, and homicide. And yet, many cases are left unsolved, uninvestigated, even due to fragmented jurisdiction, historical mistrust, and systemic neglect.</p><p>This task force is our response. Built in collaboration with Wilton Rancheria and the Sacramento County Sheriff’s Office, the Sacramento Regional MMIP Task Force represents a new model of intergovernmental partnership rooted in respect, data-sharing, cultural understanding, and shared<br>accountability.</p><p>The MOU we signed outlines clear commitments:<br>• We will review cold cases involving Indigenous victims and re-examine leads through a coordinated lens.<br>• We will share critical data and establish investigative protocols that honor both law enforcement expertise and Tribal knowledge.<br>• We will prioritize culturally informed practices in all interactions with families and communities.</p><p>This work is long overdue—and deeply personal. Behind every case file is a mother still searching, a community still grieving, and a future cut short.</p><p>I have met with families who carry unspeakable pain. They told me stories of daughters who after a routine walk. Sisters who were never seen again after a night out. Young men whose bodies were found, but whose stories never were. What they all shared was not just the loss, but the silence that followed. Silence from institutions. Silence from justice. Silence that until now, too often went unbroken.</p><p>We must end that silence.</p><p>In recent years, the federal government has made important strides: launching the Not Invisible Act Commission, funding Tribal law enforcement, and supporting data coordination through the Bureau of Indian Affairs. But these efforts cannot succeed in isolation. National momentum must be matched by local leadership, with real-world action where people live—and where justice has too often stalled.</p><p>Our MMIP task force is that local action.</p><p>To the families who will stand beside us as we launch this task force, I say: we see you. We hear you. We are with you.</p><p>To my colleagues in other counties and states: I hope this agreement becomes a model—a blueprint—for how governments and Tribal nations can come together to pursue justice with integrity and humility.</p><p>This is not the end of a conversation. It is the beginning of a movement. A movement that says no more missing. No more murders. No more ignored.</p><p>We cannot undo the past. But together, we can build a system that ensures history does not repeat itself. A system where Indigenous lives are no longer invisible.</p><p>They are honored. They are protected. And they matter.</p><p>Justice begins with visibility. And this task force is just the beginning.</p><p><em>Thien Ho is the District Attorney of Sacramento County.</em></p>

<p><strong><span style="color: var(--color-text-accent-primary)">WILTON, Calif.</span></strong> — In a historic first for <a href="https://www.abc10.com/section/california" target="_blank" rel="noopener noreferrer">California</a>, a tribal government, a sheriff’s department and a district attorney’s office have joined forces to address the crisis of missing and murdered Indigenous people — a largely untracked and unresolved issue across the nation.</p><p>The Wilton Rancheria Tribe, Sacramento County District Attorney’s Office and the Sacramento County Sheriff’s Office signed a memorandum of understanding this week, forming the state’s first Regional Missing and Murdered Indigenous People (MMIP) Task Force.</p><p>The initiative began with a blessing. It aimed to honor those who are missing and those who were killed.</p><p>“These are not statistics — these are human beings,” said Jesus G. Tarango, chairman of Wilton Rancheria. “They are daughters, they are sons, they are sisters, they are mothers — people whose lives mattered.”</p><p>California ranks fifth in the nation for unsolved cases involving Indigenous people. According to national data, Native American communities face a murder rate that is 10 times higher than the national average.</p><p>District Attorney Thien Ho said his office is committing resources to support investigations, including a deputy DA, a victim advocate and an investigator. He also highlighted the advantage of Sacramento County’s local forensic lab; he said the state lab has a major back log slowing many of these cases.</p><p>“We run our own crime lab here in Sacramento, and with that crime lab, we will be able to expedite forensic testing to move a case along,” Ho said.</p><p>Sheriff Jim Cooper emphasized the importance of regional collaboration, especially for rural counties with limited resources.</p><p>“Small rural counties that surround us — they aren’t very big, they don’t have big populations. The agencies are very small. They may have a few detectives with no one that specializes in homicides. I have three homicide teams,” Cooper said.</p><p>His office is already reviewing cold cases involving Indigenous individuals and is encouraging community members to come forward with any information.</p><p>“Where the tribe can be helpful — we know our people, and we know our ways,” Tarango added.</p><p>The collaboration was largely driven by <a href="https://a45.asmdc.org/biography" target="_blank" rel="noopener noreferrer">Assemblymember James Ramos</a>, the first California Native American lawmaker. Both Ho and Cooper credited Ramos with prioritizing the issue, and Chairman Tarango for coming forward with the idea.</p><p>“When he came into the Assembly, he made this his number one issue,” Ho said.</p><p>The task force will begin its work focusing on Sacramento County, but officials say they are open to expanding the initiative to include more counties.</p>

<p><strong>SACRAMENTO, CA (MPG) -</strong> The Sacramento Police Department, along with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Sacramento County District Attorney’s Office announced the results of a&nbsp;recent operation focused on maintaining safety and quality of life in the central city.&nbsp;</p><p>Over a five-week period from April 23 to May 30, a temporary team known as the Central Narcotics Enforcement Team (CNET) worked to identify and stop street-level drug activity.</p>

<h4>Law Enforcement Partnership Yields 24 Narcotics Arrests</h4>

<p>SACRAMENTO COUNTY, Calif. — Healing instead of incarcerating: that’s the goal of a bill moving through the California Legislature.</p><p>Assembly Bill 1231, known as the Safer Communities Through Opportunities Act, would allow people convicted of nonviolent felonies to serve their sentences through rehabilitation programs instead of prison time.</p>

<p>CALIFORNIA, USA — A regional task force was announced combining the efforts of district attorney offices and law enforcement to aid in California's <a href="https://www.abc10.com/" target="_blank" rel="noopener noreferrer">retail theft crackdown</a>.</p><p>Security footage from a Sacramento-area Raley's grocery store highlights the ongoing challenges. Chelsea Carbahal, Raley's vice president of Community Impact, said they see violence toward security guards, blatant theft and what they call large cart push outs — carts filled to the brim with things like Tide Pods that are later resold.</p><p>“They come into our store weekly, if not daily, and steal the same thing over and over,” Carbahal said.</p><p>The Raley's at Fair Oaks Boulevard &amp; Howe Avenue has experienced their highest number of thefts, with more than $200,000 in liquor stolen. It’s part of the reason why the announcement of the new regional task force for Proposition 36 happened there.</p><p>Sacramento County District Attorney Thien Ho announced the retail theft task force in his office made around 200 cases, totaling $1 million in retail theft.</p><p>Sacramento Police Chief Kathy Lester said, in the city of Sacramento, people will see patrol officers working with business partners like Arden Fair Mall.</p><p>Lester said last November Lululemon was hit 19 times in four months; thieves got away with $82,000 in merchandise. That theft ring has since been arrested.&nbsp;</p><p>However, Iit begs the question whether law enforcement has the resources to keep up their efforts.</p><p>“I think every law enforcement agency is suffering from not having enough staff to do what we would like to do, but that doesn’t mean we can’t address the challenges before us,” Chief Lester said.</p><p>San Joaquin County is also claiming a victory of their own. District Attorney Ron Freitas was pleased with their reporting app, which allowed people and stores to directly report crime.</p><p>“We’ve had a dozen prosecutions, but we are very proud that when the law took effect last month, we got the first felony conviction under the penal code in the state,” Freitas said.</p><p>All the district attorneys and law enforcement from Placer to Stanislaus counties met later to discuss implementation .</p><p>San Joaquin, Yolo and Sacramento have all designated prosecutors and investigators specifically for Prop 36. Yolo County District Attorney Jeff Reisig has been working on Prop 36 since its early proposal days.</p><p>&nbsp;“In Yolo, we’ve filed about 20 total felonies on retail thieves, recidivists, retail thieves and people who are seriously addicted to hard drugs to get them into mandated treatment. We’re doing exactly what Prop 36 promised to do,” Reisig said.</p><p>Sacramento Mayor Kevin McCarty announced at the presser that in two weeks there will be an agendized city council session including the police chief and district attorney to discuss implementation in the city.</p>
